Just wanted to post for posterity my experience with P0134 (O2 sensor no activity) and the J16 fix.
The code started appearing intermittently but frequently enough (ie every other day or so) that I could no longer ignore it. Research indicated it was either the oxygen sensor itself, or possibly this "J16" wire crimp. The sensor is ~$68 from Amazon, so I figured it was worth repairing the crimp first for free to see if that cleared it up.
There wasn't much in the way of how-tos for this job on the site so here's my contribution:
The subject wire is part of a large bundle of wires that is located underneath the plastic cowling at the base of the windshield. Accessing it requires the following:
1) remove the windshield wiper arms. This is best accomplished using a specialty tool such as this one: http://www.amazon.com/gp/product/B000I14RY6/ref=as_li_tf_tl?ie=UTF8&camp=1789&creative=9325&creativeASIN=B000I14RY6&linkCode=as2&tag=thesaabnetwork
2) remove two small plastic body panel screws from either side, peel up the rubber seal that runs across the width of the car at the front end of the cowling, and pop the hood release cable loose from the clips along the driver's side.
3) carefully pry up the cowling from the front and slide it out. It clips onto the windshield so it's a forward and upward motion to remove. The wire bundle is on the passenger side, enclosed in a rubber conduit. It ends in a big connector which I presume is plugged into the ECU. This connector is easily unlocked by lifting up the lever on the top, it just pops right up. Pull back the rubber conduit and the many cables are revealed.
Saabnetter "saabsince 93b" has some great photos of the wires on his gallery, look those up. You'll need to cut a few wire ties and maybe unwrap some tape to pull the wire bundle apart. On my 2003 Aero I found a crimp joint matching what was shown in his photos - one side has a blue and grey wire going in, a black wire going out the other side.
I simply cut the shrink wrapped section of wire out (containing the faulty crimp), trimmed a 1/4-1/2" of the insulator off each of the three wires, twisted them together, soldered them, and wrapped with electrical tape (another shrink wrap tube would be ideal here but I didn't have one on hand). Wire tied the bundle back together in a couple spots, slipped the conduit back over it, and reconnected the connector.
Put the cowling and wipers back and and it's been OK for 5 days, the code has not returned.
