when a mist of high pressure windshield washer fluid is sent to the headlights.
It's tricky to test, it won't come on if you just pull the right stalk towards you quickly.
I find it works best when during the first try to pull the right stalk during a trip, you hold it for a couple seconds. It won't work every time. When I first got mine I thought it wasn't working right. But at highway speed you should get a mist out of both sides when it is working. Then the next time you pull the stalk, only the hood nozzles for the windshield will work.
I'm not sure of the exact rules that are programmed into the car.
