you should only have one belt, and it should not be coming off 'now and then'. This single serpentine belt runs the water pump, the a/c compressor, power steering pump, and alternator. It is far less expensive to simply replace the belt, tensioner and idler pulleys preemptively every 60k. If you do that you should never have any problems with any of this. In time the water pump and the alternator will crap out on their own, nothing to do with the belt.
Retrofitting some type of an electric water pump would be an expensive proposition, and there is precious little space in the area surrounding the pump anyway. It would just pull more off the alternator, so you may not make it home anyway, ever drive the car with no power steering? it is no fun.
This sounds a bit like a solution in search of a problem. These cars already have enough trouble with their electronics. Sounds like a belt and pulley change is what you need right now.
