On a brand new car that monitors has been reset by code reader or battery disconnect, it will work fine to set monitors again following one of the many different drive cycle programs out there.
The problem in most cases is that we are NOT dealing with a brand new car but a car that is sooner or later going to be a heap of junk.
So that's where the problem arise for many. You are also trying to push the envelope further by ignoring a repair that you know of and try to sneak it through a smog anyway.
It might be possible and might be not.
The key to set catalytic converter monitor (especially on an older tired car and cat) is to be as steady on the accelerator as you possibly can for the longest time possible before you run into the car in front of you or fly by a red light and that you maintain about 40-50 mph during those steady runs.
The cat monitor takes into account the rear O2 sensors fluctuation up and down in voltage and if you have a habit of always pumping the gas pedal altering the speed when you drive, the rear sensor will fluctuate up and down just normally because of the extra gasoline coming through the cat.
So the best is to get up to speed as soon as possible and then hold your foot rock solid and let the car hum away at around 40-50 mph. And try to find flat ground as much as possible instead of hills since those would also make it more difficult for the rear O2 sensor to stay steady.
And if it doesn't set the cat monitor it might be because the cat is just to old and tired.
