you don't need a puller for the NG 9-3/Viggen.
For the wiper arms, Spray a bit of penetrating oil, remove the 13mm nut, rock side to side by hand, and it should come off.
Remove weatherstrip piece (pulls up) in front of cowling.
Removal of the outer plastic cowling in front of the windshield seems a bit brutal, but go slowly and it will be fine.
Later models have another plastic cowling indise that just sits there and pops right out.
Now use your shop vac to vacuum around the old filter before removal as trash tends to build up around the base and can fall behind the filter when you remove it. These really get dirty compared to the 9-5.
Make sure you note where the half circle bendable tab is when removing the old filter so you get the new one in the right placement.
Place the new one on and make sure it is squared up and the hold down tabs on both ends lock in place.
When replacing the outer cowling, feed the back edge into the rubber slot below the windsheild first.
Use some loctite on the wiper arm nuts, they tend to work loose otherwise.pzc
