Has the bypass valve been replaced? I have seen a failed diaphram in the bypass valve cause this as well as failed vacuum lines or the solonoid/control valve for the bypass valve. Ofcourse you may want to check the engine for dtc's incase it has a thermostat code that hasn't set the light yet. I have seen the diaphram fail shortly after replacement with some of the aftermarket bypass valves.
Also I have run across a replaced bypass valve with the hoses connected incorrectly but I think it has no heat at all.
The bypass valve is suppose to block coolant flow to the heater core so that the ac works better. Good Luck, Bernie at George Riggin Specialty Automotive
