Minnesota requires untinted windshield (upper border seems an exception), and the side windows and rear window must be > 50% transmitted light. Looks like MA allows as little as 35% T.
I have not checked the "tintlaws.com" site for all 50 states and DC, but I think a number of states limit legal tinting to a max of 50% light blocked. By the way, the graphic wrapping films for vehicle windows have about 51% open space in microperforations, so they satisfy this more stringent spec even though they appear solid from a distance.
