The Saab test performed by the Tech 2 testing the cat is easier to pass than the OBD2 test that the ECU is performing when you drive the car normally.
The Tech 2 test is based on keeping the engine rpm at 4000 for a minute or two and that makes the cat as hot as it possibly can get making it work more efficient. Even an old lazy cat will perk up during a stint like that and produce ok numbers.
The OBD2 test is more of driving at around 40mph and 1500-2000 rpm with as little gas pedal movement as possible so that the rear sensor swings up and down as little as possible.
That lower engine rpm can be enough to make a lazy cat go to sleep and the rear sensor is starting to follow the front sensors oscillation.
