It is sort of a reference ground signal for front and rear O2 sensor and they are already spliced together at that J16 connection.
The problem is that the J16 splice looses connectivity with one or both of the two wires where they go into one wire and then into the ECM.
One reason why I don't support the fix of bridging the two wires up at the 4 pin connectors by thermostat housing is that you still have the underlying problem with the J16 splice and your fix may or may not work.
The best is to cut out that J16 splice and use a new crimp connector and solder it.
