Probably the A/C condensate drain, and they originate at the heater box. There is a twin in the same spot on the drivers side.
The prescribed cleaning method involves pulling back the carpet on the side of the console, separating the hose at the clamp and joint that you will see and blowing compressed air through it.
I cheated with mine. When I had the cabin filter out for a change, I vacuumed out the filter and evaporator chamber with my shop vac. I then left the vacuum running with the hose in the chamber and blew compressed air up through the drain outlets. They seem to work pretty well now.
