How can you hear that the neutral switch is working? I assume you mean the gear selector switch on transmission?
It's time to bring out the test light and find the answer.
Since you have replaced the starter relay you know where it is and the wires going to it.
You should have power at red wire all the time and if you bridge the red and yellow wire, the starter should kick in.
You should have ground on Blue/White wire when ignition is on and power at blue wire when cranking over.
That's about it.
See what's missing of those 3 scenarios.
Alarm siren batteries does not affect starter but the theft alarm TWICE module does since that's the one supplying ground on Blue/white wire when you turn the ignition on.
