Yes you can replace the brushes, but......
- None of the aftermarket brushes are an exact fit. The closest sized ones still require hand shaping.
- The commutator is likely scored from the worn brushes, and the springs may be exhausted too.
- It will take you more time to remove the motor, extract non-serviceable items, rework parts to hopefully make it work again, and reinstall the blower, all the while keeping your fingers crossed for luck; than it will to just replace the old tired motor with a fresh new one.
You already have the replacement unit, just install it.
