There is a sensor in the seat belt mechanism.
- the seat belt reel has an accelerometer, it decides when to fire the pre-tensioner. Failures here would trigger the airbag light.
- the seat belt clip (at the console) has a switch that tells the car if the seatbelt is cliped or not. failures here would give erroneous seat belt messages.
both are very easy to replace, and reasonable cost at the junkyard.
sounds like one or both of these are failing. I'd start with the seat belt switch. if you look behind the seat, near the floor, next to the console you will see the connector. Clean it, then wiggle, tug at it and see if you can reproduce some of the oddities.
