There can be enough energy to light lights but not enough power to start (or even turn over) the engine. With your known issue of the alarm going off, I would check the battery first, since it may have been drained. And it is the cheapest thing to fix. If you can, remove the battery and substitute a known good one, since the load of bad battery can sometimes prevent a jump start from a good battery.
Next on my list would be removing the alarm module in front of the driver side front tire and wheel well. My '99 had an issue with this - and my DIY alarm battery replacement lasted about 6 weeks. The alarm system can be configured to still honk the horn, you just won't have a siren.
Harder to test and then to fix would be ignition switch - there are posts on that too. Unfortunately your description of turning key many times before starting is consistent with the switch failing. The part is not cheap, and the job takes a while.
