The old smog rules allowed 1 monitor (any monitor) to not be run on older cars so the Autel thinks it is ok since it is only the cat left.

With the new smog rules (at least here in CA) only the EVAP monitor is allowed to be not run but the cat is a must.
The Autel does not know the difference.

I use an AL319 myself for quicky tests and it is doing the same thing giving me a green light even though the cat is not run.

Maybe if you update the software in the Autel it will change, I don't know for sure though.
