Turns out it was the ignition switch. Upon replacing the ignition switch daytime running lights, turn signals, wipers, and windows all returned to normal function. The previous owner must have used something like WD-40 in the ignition which ran down into the ignition electronics and shorted it out. Lights, wipers, windows, and turn signals are temporarily disabled when cranking the engine to save electricity, so are on the same circuit at the ignition switch.
