Based on what he said, you are mostly correct. Vehicle manufacturers are seduced by the higher powered Takata inflators b/c they offer a more compact package with improved safety test scores (better control of crash dummies). But the problem with ammonium nitrate is that the explosiveness increases unpredictably when the propellant (engineer speak for explosive) absorbs moisture. So a better solution than wholesale replacement of steering components is to seal the propellant against moisture, something that's clearly within the capability of even 19th century technology. But for that to work on the required scale, Takata needs to apply 21st century quality control, another area they seem to be weak in.
