Yes, it does, but it is designed to slide over the remnants of the shaft assuming the shaft broke somewhere between the arm and the connection to the drum it rotates inside the air box. The part is intended to slide over the remaining shaft and restore its length and function.
The arm replacement is intended to repair just a broken stop arm where the shaft itself is intact.
My sense is that trying to use the arm repair over a full length unbroken plastic shaft would result in the replacement shaft not seating fully, and extending too far our of the air box. That's just an educated guess; I've been lucky so far -- 13 years in.
