I'd get the code read, confirm that it's the P1312 for certain, and call eEuroparts. Let them know that the new DIC is still throwing a code and ask to return it for credit against a Geniune one. Proparts are known to be inconsistent at best, so I would nip that in the bud while it's still a fresh sale. Use contact cleaner on the connector when reinstalling as well.
Crank sensor couldn't hurt at any rate if you don't know when it was last done, if ever, although they 'usually' fail when hot, not on cold starts.
You have nothing to lose by contacting the vendor. Ask whoever reads the code for a printout of it (Autozone does that) as proof of the code in case you need it for warranty.
Edit: I realized that I assumed you made the purchase via eEuro, but maybe you didn't. In any event contact the vendor you bought it from. Didn't mean to imply that you should try to return something to eEuro that you didn't buy there!!!!
