It's actually an ongoing quest in producing cars that does not let out any harmful waste and vapors.
EPA feels that open up the fuel lines changing the filter produces too much harmful vapors so by hiding the filter inside the fuel pump stops anyone from changing it too often.
The same with transmission dipsticks. Since the transmission is filled "for life", there is not need for a dipstick and fill tube tempting people to change the fluid.
Thus the cars are greener and allowed to be sold in the US.
