The splice is about 18 inches from the ECU. The ground at the water pump is most likely your issue. Connecting to the battery will not do anything as the ground is part of the primary o2 sensor. Trionic must use this as part of the knock sensor detection system. If the connection is shitty, the ecu thinks the engine is knocking falsely and pulls timing ("iggoff" in open sid). The timing is slowed, which translates to spraying fuel late in the compression cycle and thus loosing power and burning fuel. You will also know this is happening if youre getting like 19mpg average. You should be 21-24. Clean the thermostat surface with sand paper, tighten the bolt, but dont over tighten it will strip.
