Couldn't agree with you more. Back in December we overhauled the HVAC box on a BMW e36. $2k in labor alone to remove and replace the dashboard. I overhauled the HVAC box and installed replacement heater core and AC evaporator. I'm sure the SAAB job is similar.
I'd bet many a car of early 2000's vintage goes to the breaker yard with a failed HVAC box due to "old plastic". It's too costly for manufacturers to build HVAC boxes from sheets of stainless steel.
