That is correct. The new EEPROM chips are blank, which apparently is the state of a divorced radio. Kind of makes sense from a production standpoint. Erasing the EEPROM divorces the radio. When the radio is married the VIN number is stored in the EEPROM. I am also sure that the station settings and other radio programing reside there.
As to the other question, I had to look it up. An EEPROM is similar to Flash memory and uses floating gate MOSFET (metal-oxide-semiconductor field-effect transistor) which serves as an addressable capacitor that stores electrons for ones and zeros (the floating part of the name is the capacitor). Over time and use the capacitors accumulate excess electrons in such a way that the charge is no longer a well defined one or zero and becomes unreliable. My guess is the purity of the materials and the construction geometry affect the life. Temperature range comes into it I'm sure.
