You just activated a Federally mandated safety feature, that of the transmission being able to engage Park while the vehicle is slowly moving.
I forget the speed used to test this feature back when I was a college Co-Op 45 years ago. (My god it has been a long time!) We would take completed transmissions off the final assembly line, install them in test cars, then subject the transmissions to a short series of abusive durability tests - among which was the rolling stop.
