Just to clarify, did you use a full valve/hose/gauge AC service set, or was the low side pressure measured with only a single gauge or gauge-on-a-can ?
I have all three types, and each has its use. If the pressure measurement was made on the low side only, using a simple singe gauge, then I would consider following pme's advice.
I am not an AC expert nor an expert on the SAAB 9-5 AC system - just an avid DYI mechanic, but pretty versed in mechanical systems. The variable displacement compressor and electronic AC management make refrigerant charge level complicated to evaluate. Without the compressor running, you are not measuring a "low pressure" on the low pressure port, but a static system pressure for that side. What can be missed is that the system is not fully open between high pressure and low pressure sides - the expansion valve separates them.
Consult WIS Online too (linked). You could have a clutch not engaging, a blown fuse (can happen running too much refrigerant), or other issues. A Tech2 would help you diagnose this.
