The ECU grounds the compressor relay when lots of parameters are met.
There is a low and high pressure switch on the condenser and the pressure has to fall in the right range. There are also lots of other data that goes into the ECU that have to have the right readings for the compressor to engage.
My point is trouble shooting the relay or the wiring and focusing on that is only part of the story
The start would be to hook up the gauges and ground the relay to see if the comprssor will start and take a pressure reading. If you have access to a tech2 you can see a/c system pressure in the DICE menu. This is a good place to start.`
