Yeah, you have to get up there with a mirror and flash light and see if the blend doors rotate when changing the temperature setting.
If they do but heat is still on, you might have a problem deeper inside the air condition housing and you would have to pull the dash out and take the box out or installing a cut off valve on the heater hose to turn off the hot coolant.
I have had a few cars where the blend doors are broken further in but no one is interested in having that repaired due to the cost.
