Operator error.
After swapping Low Beam and Lamp Failure Relays with my winter stored Viggen with no change, I started on lamp replacement. As soon as I removed the dust cover I saw that things didn't look right.
The phenolic body which originally held the lamp connectors failed a few years ago. Each connector now needs to be pushed onto it's lamp stub individually. One connector was still located in the broken phenolic body. Apparently when I attempted to push the connector onto the lamp stub a couple months ago I only wedged the stub between the phenolic body and the connector, rather than being pushed into the connector. Time, vibration, continued deterioration of the phenolic body, etc., all contributed to intermittent failure to illuminate.
