Check RockAuto. They sell what they refer to as a turbo cartridge, also called the CHRA (center housing rotating assembly), made by Rotomaster. It's the entire central part of the turbo, pre-balanced and ready to be installed in place of your existing one. Sometimes it is a bit of work to get the compressor and exhaust housings off, but it's far easier than sending your turbo to a shop to be rebuilt, and it will almost certainly be more reliable than what are referred to as "Chinachargers" around here. Also remember that there are a pile of seals on all of the lines, all of which should be replaced if you replace the turbo, plus the exhaust manifold to turbo gasket.
One other thing I'll add is that if you're anywhere near a marina that services commercial boats, there's a good chance that there will be a marine engine shop nearby that can rebuild turbos. If anyone is near Seattle, I can't recommend Hatton Marine in Ballard enough for turbo work. They have a guy there who does nothing but work on turbos, and he does a great job.
