Thanks for the advice, Anders/SWEDECAR. I didn't think a screwdriver would be able to pry it up, but that worked! Don't pry in the middle, pull up under the ends of the bumper. The poor old bumper was basically hard plastic.

The clattering has gone down now, and I think it's coming from that upper middle serpentine belt idler. Problem is, I just replaced it recently. So I guess that means the pulley is garbage (thanks uroparts) and I need to have a replacement on hand for when it goes out.

Anyone have a good source for non-crappy upper middle serpentine idlers? Part number 4752960
