Hi Jeff - Do you live in the snow belt ? If so don't rule out corrosion
My two daughters both have '06 wagons. One of them had some wacky things occur with her taillights. Corrosion inside the connector between the harness and the taillight bucket for the turn signals was the culprit. I think the reversing lights in the tailgate use a similar connector.
I linked the WIS Online drawing for that connector.
If the problem does not occur with the bulbs out, you might have a related problem. The corrosion in her case had built up and pushed on the pins and sockets - so first it was an open, but as I cleaned I created a short. The connectors are rather hard to clean because of the small pins and sockets, and it looked like someone had been into it before me.
