I tend to agree with 93b here. Cats rarely seem to go bad, and when they fail (1) its usually indicated by a cat specific code (like P0420), and (2) most often occurs shortly after driving with a catastrophic misfire (flashing CEL is an indicator) where the misfire floods the exhaust stream with unburned fuel and the cat honeycomb gets destroyed.
The J16 fix is a good place to look for a persistent O2 sensor code, and is a much easier and less expensive fix than the cat
