Yes Bob, I was pretty certain I was seeing regulator failure, but I have never had an alternator fail by putting out too HIGH a voltage like this one did.
Good news is that my locally rebuilt Bosch alternator (new bearings and regulator pack) is installed and working well - lights are stable at start, and the voltage is steady 13.98 to 14.00 V at idle. Yes, I suspect the battery has been impacted, so we will replace it soon. I mentally kicked myself that I did not use my VOM to check AC voltage, which might have shown some AC ripple from dying silicon rectifiers.
From WIS and a response to my post on another forum, I am pretty sure the OG 9-5's don't have any external control of the alternator output, and the internal regulator is all there is. The old alternator will go to my reliable local guy to get rebuilt with new bearings and regulator/brush pack.
