I just changed the fuel pump in my daughter's Impala last week. Of course she had filled it just before the pump quit. Anyway, I was able to do it in the driveway, raising the car as far as I could and getting it on jack stands, then supporting the tank with a piece of plywood on a floor jack. Spray (as well as possible) the strap bolts with your favorite penetrating fluid (I use PB Blaster). Loosen a few turns, then tighten back up. Repeat, repeat, repeat. By doing so, I was able to remove the strap bolts without breaking or stripping anything. I did replace the J-Nuts and cleaned the bolt threads prior to re-assembly. You'll still have to siphon out the gas in the tank, but it was far easier to access once it was out of the car and on a pair of saw horses. Best of luck!
