The car is a stick. When I stated: wait ten seconds and try again, the car starts completely normally on the second attempt. No slow starter. All the symptoms I have point to the lock cylinder. It does appear to "pop up" but it might not be enough.
After the car started and was driven, I pulled the key out smartly. Following that the current draw was less than 100 mA.
We may replace the lock cylinder if this continues.
