The fault code could be related to a purge valve that is stuck open -- and with a full fuel tank it is sucking fuel vapors all the time from the tank -- engine management moves fuel trim lean to compensate for the added fuel. Full power not available due to lean fuel trims, and then the pump may have low capacity and can't deliver the goods.
You may have fuel with a bunch of dirt in it, clogging the pick-up screen on the pump.
When the car is turned off, it drops the dirt off of the screen.
