ABS acting up - help to diagnose

2004 9-4 Arc, manual transmission. Over the last few month the ABS unit has been engaging when I apply the brakes. When braking, I feel pulsations on the brake pedal and the sound of the ABS unit modulating. The behavior was intermittent at first and very rarely happened. It is now to the point that it seems to happen every time I apply the brakes. To be clear, this is happening on dry roads.
I did some searching on this site and came away with the understanding that the ABS unit needs to be rebuilt?
Any guidance/suggestions on how to diagnose & resolve the problem is welcome.
