I live in the humid southeast and it's common for me to find moisture in there. Soggy foam, soggy element even, I chalk it up to "normal". However, I consider it pretty gross to have these soggy, moist things in an enclosed space. If you let it go too long bacteria will take over and you will get the dreaded "gym locker" smell.
that said, clogged drains are also common on these cars and could surely be a contributor to the moisture in there.
I'd suggest that A/C condensation will make the filter and foam strip soggy, but a clogged drain will manifest as water pooling on the floor or dripping from the overhead console. In other words, a clogged drain will deliver a lot of water into the car, whereas condensation will be visible only in the filter box.
