I had a turbocharger with a stuck turbine on my 2000 9-5 years ago and I could turn it with my finger, but not easily. It should spin freely with no runout or wobble. In my case, after disassembly, the bearing seemed alright but carbon had gummed up the turbine on the exhaust side. Maybe it could have been repaired by removing the carbon, but I had a replacement cartridge that was a sure fix. It has been years since I replaced the cartridge so it could be that the upgraded PCV system for those older 9-5s resulted in less blow by and less carbon in the exhaust. Swapping the MAF sensors is a good plan and easy enough to do. Maybe you want to get some MAF cleaner while you have them out and clean them if the they are both test good. If you do need a MAF sensor, I got a couple of genuine Saab sensors on eBay for $59 each, a good price. I believe that listing is still up.
