If your headlights have the round projector lens in each headlight assembly, you have the HIDs.
This would be the D1S lamp with built-in igniter.
The ballast is a separate module that mounts to the underside of the headlight housing.
Most likely the flickering is caused by the lamp, but sometimes a ballast can be the cause of this too. They are only technically rated for 2000 hours.
I've had to replace one ballast on my car due to flickering even with new lamps. The ballast is the LAD5G, which is used on many different vehicles from that era, but there are some differences to look for though. SAAB uses the 12 pin version. And there is some custom programming internally for SAABs and the automatic leveling system.
The used ballast I got did not come from a SAAB, so the leveling system doesn't work and the light on the dash is on all the time. (I didn't care because the system already had failed due to a bad sensor on one of the axles.)
At startup when the OEM lights drop all the way down and then come back up to level, now instead on the side with the replacement ballast the light goes all the way up and then comes back down.
If you find a used SAAB LAD5G, everything should work fine, but those are trickier to get over a Cadillac or Audi version. And since the ballasts also supposedly have a lifespan, a new one would be a better bet to get anyways.
So try some new D1S lamps, but I'd also be prepared to do the ballasts as well.
