I've never done the clip separately so I can't speak to your issue directly.
FWIW I have replaced a lot of these damned rollers and I've always installed them with the clip already in place on the roller.
1 - tweak the position of the scissors/mechanism up or down to get decent access.
2 - Using channel locks, squeeze, click ...
3 - Then, squeeze again for the second click ... done.
