My 2 cents worth. Remember I am a mechanic so as far as the DIY question many things on a 9-5 are DIY friendly. A Tech 2 is a worthwhile tool for diagnosing and doing some other programming type repairs. The Tech 2 does not require a computer with TIS on a 9-5 like it does with the 9-3ss.
Parts are for the most part available with good supply. I find a sorted 9-5 to be a rather dependable car. The alternator is a pain to change but no worse than a c900.
As far as years there are different issues in different years.
The early 99-03 4 cylinder cars can have sludgy engines. So if you go with this era a pan pull and oil pick-up screen are highly recommended. Ofcourse a good maintanance history gets rid of some of those worries. But I would still pull it as a starting point. You really want the Aero engine because of the better mitsubishi turbo. The Garrett in the early base/linear cars was very prone to failure. I prefer the glass headlights of 99-01 cars. Also the Aero seats are much nicer. The ABS/TCS control modules can fail but can be repaired on the 99-01 cars. The heater boxes can also have issues with flaps for temperature control.
The 02-05 cars have ABS/TCS/ESP control units also fail but are not repairable. Also the plastic headlights fog/haze worse than most cars I think. If you can get them buffed right so they look fantastic get the headlight paint protection film like covers on them.
The 06 and up cars are rather well sorted. Ofcourse they look a bit different. I owned an 07 until about a month ago. I took it from 210,000 miles to 245,000 miles. It was rather uneventful. As time went on I got to like the look of it. I also have owned a 99, 01,02,03,and an 04. The fuel pumps are changed by dropping the tank I believe starting in mid 2005. Before that it was the same pump as the later 900's, 9000's etc and was changed through an access panel under the rear seat. The later ones had the access panel but they added a bunch of evap pipe to the top of the pump and it won't fit through the opening. Also the 06 and up sensers for the fuel gauge fail every so often.
