I have an old bolt extraction set from Sears that has never failed to work except on bolts that were completely frozen (rusted) in place, in which case it twisted the head right off the bolt. Bolts that seemed impossible to budge with vice grips came right out with the extractor. This is a reminder to all of us to check those fuel tank straps. There was a discussion about this about ten years ago on SaabNet that prompted me to check them on my cars. The straps on my 2000 9-5 were almost completely rusted through. A high speed failure could have been catastrophic. Although the Saab straps are no longer available Proparts makes them and they are usually easy and quick to replace as long as the bolts are not too rusted. I think if you spray some penetrating oil on the bolts and let them soak for a few days they should come out.
