I gave up and had the car towed to our local Saab expert shop. They found the wiring problem. It's one I wouldn't have found in a year of looking: a mouse nest on top of the fuel tank shorted out the 5V power supply to the sensors in the TB (and a couple other things too, probably). That explains why the code tripped as soon as I turned the key.
I wonder why Dave keeps harping on the coolant temp sensor. Even if that were wrong it would not have tripped these codes. It obviously has never been the problem.
I'm thinking of applying for a grant to attend mechanic school. Might make a good third career.
