Generally, I would think that checking that TB connector and adjacent wiring is tight/undamaged and replacing the TB should solve the code driven problem diagnosis. The 5V power supply is one issue I personally have never heard of despite reading thousands of 9-5 maintenance posts over about 20+ years. What codes if any are thrown by a bad coolant temp sensor is not well known and I don't recall if I even had a code reader when my coolant sensor failed many years ago. At the time, I decided to act upon a post I bumped into after spending hours searching for answers on 9-5 forums. I also don't know what model years are affected although mine was/is a 2005. The no start condition caused by a bad temperature sensor is still not commonly discussed here and on other forums so I brought it up.
Referencing one of my earlier posts in this thread:
Q Does the fact that I consistently get codes 1230 and 1820 rule out the coolant temp sensor?
A They seem to point to the TPS/TB but if you are fixing and keeping the car, it should have a newer, coolant temp sensor anyway. If it has service records you can check for last time replaced if at all.
You may want to ensure the wiring/connector for the TB is clean and tight and undamaged.
