On the D1S bulbs, the ballast is integral to the bulb, and is the square “base” of the bulb. The modules under the headlight housing are control modules that provide power to the bulbs and work with the level sensors and switches to control the headlamp. They are hard to source and pricey, and I haven’t read many instances of them going bad.
In fact - control modules in my car (2003 9-5 Arc, 331K miles) are the originals. They have even been transferred to new headlight housings when the old ones were damaged by a deer strike.
For the comparatively low price and ease of sourcing quality bulbs, I would start there. Any symptoms I’ve had like yours have been solved by replacing the bulbs.
