Thank you. My knowledge on headlights is lacking, but from searching and looking at videos, I think the high voltage conversion pack you mention is the ignitor which is attached to the bulb, whereas the ballast bolts on to the bottom of the headlight assembly after headlight is removed. Since this issue has been going on for months, first one light, then both - I'm guessing it's not the bulbs (which would have failed by now), but the ballasts since they've never been replaced and I'm at 145,000 mi. Or... maybe I'm missing something.
