Running out of possibilities it seems. Have you tried locking the wiper arms in the position off the windshield and watching them run? This might reveal a problem with the motor or wiper transmission. Just for the sake of your sanity and as a last resort, I have bought a couple of good used wiper motors with the transmission for less than $50 to replace failed units. It’s rather easy to change the whole assembly and it doesn’t take long. Maybe try a replacement wiper assembly? The hardest part is getting the wiper arms off but a wiper arm puller makes that easy. Then be careful removing the cowling (a couple of plastic screws and the engine compartment seal) being sure to pull it towards the front of the car to release the windshield clips without breaking them. I aways clean out the cowl area at that point to prevent clogged drains and water getting into the car.
