I did "tried locking the wiper arms in the position off the windshield and watching them run" as you said, It seems ok, maybe a little hesitation I would say? but that's becuase nothing between them and no friction, I don't know what is "normal" or "decent" because I haven't seen one yet.
I was thinking about the wiper arm linkage or wiper motor under the cowl plate is worn, since the rubber strip on the cowl was broken for long time and all the contamination went under it. The rubber seal was fixed recently but I never go back and give maintainance on the linkage or motor.
Did changing the arm linkage and motor fix your problem? I will assume that the linkage work smoother and motor has more power to make wipers resist the friction on the windsheild? but I am curious what's the major difference before and after in your case?
