It could still be the ABS controller. My wife’s 9-5 had this intermittent as well. The bonding wire tends to do this, it separates from the circuit board and vibration makes it make contact again. Just drive the car and see whether the issue returns and if so: replace the ABS controller. The brakes will work when the ABS light is on, it is just the anti blocking you’re missing.
